Objectives of Har Ghar Bijli Yojana

The primary goal of this scheme is to bring electricity to every household in Bihar. It focuses on families that don’t have an electricity connection yet. The government aims to provide connections to 50 lakh households through this scheme. While the Deen Dayal Upadhyaya Gram Jyoti Yojana already covers BPL families, this initiative targets around 50% of APL (Above Poverty Line) rural families without electricity.

The scheme provides connections free of charge, with no fees for beneficiaries. However, beneficiaries must continue paying their regular electricity consumption bills. If someone doesn’t wish to take an electricity connection, they can provide a written statement explaining their reasons.

Objectives of Har Ghar Bijli Yojana:

Below Poverty Line (BPL) families are already covered under the Central Government’s Deen Dayal Upadhyaya Gram Jyoti Yojana.

Cost of Connection under Har Ghar Bijli Yojana:

The connections provided under this scheme are entirely free of charge. However, beneficiaries will need to pay their regular electricity consumption bills as usual. If someone chooses not to avail of the connection, they must submit a written statement explaining their decision.

Scope of the Har Ghar Bijli Scheme:

  • Providing Last Mile Connectivity: The scheme aims to provide electricity connections to all un-electrified households in rural areas, ensuring that even the remotest homes have access to electricity.
  • Solar Photovoltaic (SPV) Systems: In areas where extending the grid is not feasible or cost-effective, the scheme offers Solar Photovoltaic (SPV) based standalone systems to electrify households.
  • Urban Electrification: The SAUBHAGYA Scheme extends its reach to economically poor un-electrified households in urban areas, excluding non-poor urban households.

Salient Features of Har Ghar Bijli:

  • Free Metered Connections: Economically poor households receive free metered connections, while other households are charged Rs. 500 (adjusted in electricity bills over ten monthly installments) after connection release.
  • On-the-Spot Registration: Camps are set up in villages or clusters for on-the-spot registration, making it easier for people to apply for connections.
  • Mobile App Usage: A mobile app is used for beneficiary identification and electronic registration, streamlining the process and reducing paperwork.
  • Real-Time Monitoring: The scheme incorporates web-based, near real-time monitoring to keep track of progress.
  • Communication Plan: A communication plan is in place to create awareness about the scheme and its benefits among the population.
  • Implementation Flexibility: States have flexibility in choosing the mode of implementation, whether departmental, turnkey, or semi-turnkey.

Financial Allocation:

  • The total project cost was Rs. 16,320 crore, with Gross Budgetary Support (GBS) at Rs. 12,320 crore.
  • Outlay for rural households was Rs. 14,025 crore, with GBS at Rs. 10,587.50 crore.
  • For urban households, the outlay was Rs. 2,295 crore, with GBS at Rs. 1,732.50 crore.
  • The Government of India provides funds for the scheme to all states and union territories.

Uttar Pradesh Achieves 100% Household Electrification:

  • Uttar Pradesh electrified 79,80,568 households, covering 27.83% of total households in the state under SAUBHAGYA. This achievement means that 100% of the state’s 2,91,76,763 households now have electricity.
  • Districts such as Unnao, Hardoi, Bahraich, and Gorakhpur witnessed significant electrification with over 2 lakh households benefitting from the scheme.
  • The second phase of the scheme was launched to cover households initially unwilling to get connections but later expressed interest.
  • Uttar Pradesh has declared saturation of all 75 districts.
  • A special campaign is underway to identify and provide electricity connections to any remaining un-electrified households.
  • The “Saubhagya Rath” vehicle moves through villages and towns, allowing households to approach and get connections.
  • An “E-Sanyojan Mobile App” simplifies the process by offering new electricity connections on-the-spot, eliminating the need to visit offices.

Applying for a new electricity connection in Bihar through the Har Ghar Bijli Yojana is a straightforward process. Here’s how you can do it:

Step 1: Visit the official BSPHCL E-Corner Online Portal at http://hargharbijli.bsphcl.co.in/.

Step 2: On the homepage, click on “Consumer Suvidha Activities” or directly visit http://hargharbijli.bsphcl.co.in/SuvidhaConsumerActivities.aspx.

Step 3: On the next page, click on the “नए विद्युत सम्बंध हेतु आवेदन करें” link. You can choose between South Bihar Power DISCOM Apply Online and North Bihar Power DISCOM Apply Online.

Step 4: Enter your mobile number, select your district, and click on “Generate OTP.”

Step 5: You will now see the New Electricity Connection Online Application Form.

Step 6: Fill in all the required details in the form, and submit your application.

Step 3: Choose “अपने नए विधुत सम्बंधित आवेदन की स्थिति जानें” to check the Har Ghar Bijli Yojana Application Status.

Step 4: Enter your request number and click “View Status” to track your application.

Modifying Registration Form (Updating Consumer Details):

Step 1: Visit the official BSPHCL E-Corner Online Portal at http://hargharbijli.bsphcl.co.in/.

Step 2: Click on “Consumer Suvidha Activities” on the homepage, or visit http://hargharbijli.bsphcl.co.in/SuvidhaConsumerActivities.aspx.

Step 3: Select “नए विधुत सम्बंधित आवेदन में बदलाव करे / अपना आवेदन पूरा करे” to modify your Har Ghar Bijli Yojana Registration Form and update your consumer details.

Step 4: Enter your Request Number and click “Get OTP” to modify the form.

Step 2: On the homepage, click on “Har Ghar Bijli,” or directly access the login page at http://hargharbijli.bsphcl.co.in/Login.aspx.

Step 3: The Har Ghar Bijli Yojana Login page will open.

Step 4: Enter your USER ID, Password, Code, and click “Login” to access your account.
